The FCC sent letters to Apple, Google, and AT&T, apparently probing the relationship between Apple and AT&T as a possible reason for the rejection. The FCC may be working from the perspective that the Google Voice app threatens AT&T's market share, prompting the cell phone provider to encourage Apple to disable iPhone-native Google Voice dialers.
While the probe probably doesn't mean that the Apple/AT&T iPhone cabal's days are numbered, the increased scrutiny does mean the regulator is looking for ways to ensure open access to mobile networks.
